71. The council shall appoint by resolution such officers and employees as it deems necessary for the administration of the municipality, and shall fix their salaries.
An absolute majority of the votes of the members of the council is required in order that the council may dismiss, suspend without pay or reduce the salary of an officer or employee who is not an employee within the meaning of the Labour Code (chapter C-27) and who has held a position for at least six months or has held, within the municipality, a position the holder of which is not an employee within the meaning of that Code. However, in the case of the chief auditor, a two-thirds majority of the votes of the members is required.
The second paragraph also applies to any officer or employee who is not an employee represented by a certified association within the meaning of the Labour Code, who is designated under paragraph 7 of section 119 of the Act respecting land use planning and development (chapter A-19.1), designated under section 35 of the Municipal Powers Act (chapter C-47.1), responsible for the issuance of the authorization required under section 3 of the Groundwater Catchment Regulation (chapter Q-2, r. 6), or responsible for the issuance of a permit required under section 4 of the Regulation respecting waste water disposal systems for isolated dwellings (chapter Q-2, r. 22), and who, for at least six months, has held that position or a position, within the municipality, referred to in the second paragraph.

The vote of the absolute majority of the members of the council shall be required for destituting, suspending without pay or reducing the salary;
(a)  of the clerk, treasurer, secretary-treasurer, director general or permanent assessor in the service of the municipality on December 18th 1968;
(b)  of the other officers or employees who are not employees within the meaning of the Labour Code (chapter C‐27) and who have been in the service of the municipality for at least 24 months on December 18th 1968 or who, between such date and the 1st of July 1969, have been in its service for at least 24 months;
(c)  of an officer or employee to whom paragraph a or b does not apply, who is not an employee within the meaning of the Labour Code and who, from the 1st of July 1969, has been in the service of the municipality for at least six months.

The vote of the absolute majority of the members of the council shall be required for destituting, suspending without pay or reducing the salary;
(a)  of the clerk, treasurer, secretary-treasurer, director general or permanent assessor in the service of the municipality on December 18th 1968;
(b)  of the other officers or employees who are not employees within the meaning of the Labour Code and who have been in the service of the municipality for at least twenty-four months on December 18th 1968 or who, between such date and the 1st of July 1969, have been in its service for at least twenty-four months;
(c)  of an officer or employee to whom paragraph a or b does not apply, who is not an employee within the meaning of the Labour Code and who, from the 1st of July 1969, has been in the service of the municipality for at least six months.

71. The council shall appoint by resolution such officers and employees as it deems necessary for the administration of the municipality, subject to section 64 of the Police Act (chapter P-13), and shall fix their salaries.
The vote of the absolute majority of all the members of the council shall be required in order to remove or reduce the salary:
(a)  of the clerk, treasurer, secretary-treasurer, manager or permanent assessor in the service of the municipality on December 18th 1968;
(b)  of the other officers or employees who are not employees within the meaning of the Labour Code and who have been in the service of the municipality for at least twenty-four months on December 18th 1968 or who, between such date and the 1st of July 1969, have been in its service for at least twenty-four months;
(c)  of an officer or employee to whom paragraph a or b does not apply, who is not an employee within the meaning of the Labour Code and who, from the 1st of July 1969, has been in the service of the municipality for at least six months.
